Project Scope:
Appointment of a PEC-certified Engineering Consultant/Consultancy Firm to:

1. Review preliminary Scope of Work, tender documents (PP Rules 2004), and conduct site visits.
2. Recommend safety/compliance enhancements (NFPA, OGRA, GHSE standards).
3. Prioritize works based on safety, regulatory urgency, and operational impact.
4. Revise project documentation and supervise Project III Commissioning.
5. Optionally provide EPCC (Engineering, Procurement, Construction, Commissioning) services.

Location:
LPG Terminal, Plot NWZ/1/P-305, North Western Industrial Zone, Port Qasim, Karachi.
Infrastructure: 3×1500 MT + 2×1000 MT spherical tanks (6,500 MT total capacity).

Eligibility Criteria:

• Reputable national firms with ≥10 years’ experience.
• Expertise in Pakistan’s LNG/LPG sector.
• EPCC project management capacity (preferred).
• Qualified technical staff and valid certifications.

Submission Requirements:

• Technical & Financial Proposals (separate sealed envelopes).
• Company profile, project experience, team CVs, timeline.
• Legal/financial documents.
• Label envelope: “Proposal for Hiring of Consultant/Consultancy Firm”.

Evaluation:
Quality and Cost-Based Selection (Procurement Regulations 2010). Shortlisted firms only proceed to HFP.
