3. Eligibility Criteria:

• Active status on FBR and Provincial Taxpayer Lists.
• Valid PEC Registration (Category C-6/O-6+, Specialization ME-01/ME-06).
• Minimum two similar contracts (≥Rs. 2.0 million each) in the last 3 years.
• No blacklisting history for corruption/fraud/performance failure.
