INVITATION FOR BIDS
Single Stage Two Envelope

The Capital Development Authority invites sealed bids from firms who are well reputed, registered with PEC having valid Registration Certificate in Category C-2 or above with project code CE-10, CE-02, CE-09, EE-11, EE-10, EE-04, ME-01, ME-06, ME-03 etc. for the year 2024-25, who can prove their eligibility and qualification as mentioned in Bidding Documents for the following project:

1. Bidding documents are available on PPRA & CDA’s portal before given date and time.
2. Only Firms/Contractors registered with PPRA & E-PADS are allowed to participate.
3. Tender should be accompanied by Bid Security/Earnest Money as per details mentioned in the table in shape of Call Deposit/CDR in the name of Deputy Director Sector Development Division-II, CDA, issued from any scheduled bank against firm’s name.
   Name of firm should be clearly mentioned on the Call Deposit (CDRs).
   The Call Deposit (CDRs) shall be enclosed in the envelope at the time of bid submission three days before opening date (include copy of registration with PEC category and code mandatory before receiving and opening of Call Deposit/CDRs).

The prospective bidders should be scanned copy of Bid + PADS and original will be submitted before 3 days of opening in the respective office.

The prospective bidders are advised to submit their Bids/documents strictly in accordance with instructions in the bidding documents before opening date, original bids in hard form will be received in the office of Dy. Director Sector Development Division-II, CDA and scanned documents & bids in soft form should be submitted via email to: ddsec2.cda@gmail.com before 03-07-2025 at 10:30 a.m.

4. The Technical bids will be opened publicly on the 03-07-2025 at 11:00 a.m. in presence of the representatives of bidders authorized to attend.
5. A bidder who provides incorrect information shall stand disqualified.
6. The Employer reserves the right to reject any/all bids as per PPRA rules.
7. Bidders will be technically qualified on the basis of information provided in Technical Bids.
8. The Financial Bids will be opened after approval of the Technical Bids.
9. The bidding procedure will be single stage two envelope.
10. The firm will provide Financial bid which does not include the bid security shall be rejected.
11. The firm/contractor will submit an affidavit on stamp paper worth Rs. 100/- for non-involvement in any arbitration/litigation and never blacklisted.
12. The firm/contractor will submit an affidavit on stamp paper worth Rs. 500/- for non-involvement in any judicial/criminal prosecution.
13. The firm/contractor will submit an affidavit on stamp paper worth Rs. 100/- for correctness of documents/information.
14. The financial bids of only those bidders will be opened who qualify technically.
15. Bids will remain valid for 180 days from date of opening.
16. The bid security of 2% will be refunded as per procedure.
17. The bidders should quote workable rates according to market. Unworkable rates which are below 10% than estimated cost shall be considered non-responsive.
