Invitation for Pre-qualification
(For Open Framework Agreement)

Roster of Experts – Project Preparation Facility (PPF)

National Disaster Risk Management Fund (hereinafter shall be termed as “Fund” & “Procuring Agency”) is a not-for-profit company incorporated with the Securities and Exchange Commission of Pakistan, under Section 42 of the Companies Act 2017. It is a government-owned non-banking financial intermediary with a corporate structure.

1. Fund intends to pre-qualify Individual Consultants/Experts having adequate technical soundness and requisite experience to provide technical assistance under “Project Preparation Facility” and sign the open framework agreements with the pre-qualified applicants subsequent to the pre-qualification process. Applications for “pre-qualification” are invited from suitably experienced and skilled consultants/experts.
2. Interested applicants will submit their applications for Pre-qualification in two following manners:

• A duly signed and sealed original Hard Copy of the application containing all documents in accordance with the requirements mentioned under SECTION-III of the Pre-qualification Document, clearly highlighting the component position applied for must be received in NDRMF’s office (address given below) in one envelope, by no later than 11:00 am (PST) on 8th July, 2025.

3. Applications shall be evaluated in accordance with the criteria set out in the Pre-qualification Documents. Applicants who meet criteria shall be pre-qualified for inclusion in the Framework Agreement.
4. Applications submitted late or incomplete shall be rejected.
5. Applicants may be invited for interviews or clarification sessions, if required.
6. The Evaluation Committee will open the applications on the same day 8th July 2025 at 11:30 am in presence of applicants who choose to be present.
