Pakistan Health Ministry Seeks Consultant for Federal Medical College Feasibility Study (Islamabad)

EXPRESSION OF INTEREST/ REQUEST FOR PROPOSAL

The Ministry of National Health Services Regulations’s Coordination Islamabad invites applications from reputed Consultants’ firms having active income tax and sales tax registration for the financial year 2024-2025 and 2025-2026 for conducting feasibility study for Federal Medical College (PSOP No. 791).

GENERAL INSTRUCTIONS AND OBNIATION

1. The reputed consultant/firm has to participate in their area of expertise and capacity.
2. Instruction documents will be received only from those consultant/firm who are registered with PPRA for e-Procurement on EPADS System for tendering MO-NHSR&C through their E-mail addresses which were provided by them to PPRA at the time of their registration.
3. Instruction documents containing requirements, terms & conditions are available for the registered consultant/firm on EPADS at (www.eprocure.gov.pk).
4. To obtain the instruction documents, the consultant/firm must pay a fee of Rs. 5,000/- (Non-refundable) in DDO Section MO-NHSR&C up to 27th March, 2025, during office hours (08:30 A.M to 04:30 P.M) and an original receipt of Rs. 5,000/- is mandatory to be attached with hard copy of EO/IRFP documents as well as soft copy on EPADS system. Without attachment of fee receipt tender will not be entertained, accordingly.
5. Pre-Bid meeting will be held on 18th March 2025 at 10:30AM.
6. The electronic proposals, must be submitted by using EPADS on or before 27th March, 2025 at 11:00 A.M and same will be opened on same date at 11:30 A.M.
7. The Department reserves the right to accept or reject the EO/IRFP prior to acceptance of bid or proposal.

9. In terms of Rule 48 of Public Procurement Rules, 2004 Grievance Redressal Committee (GRC) is constituted for subject procurement. Notification of the said GRC is provided on EPADS at (www.eprocure.gov.pk).
